The super administrator has all the powers to create users, define their form of
database access, create flocks, etc.. He can access all flocks registered.

A no-administrator user can access only one or a group of flocks. The association between user
and flocks must be made soon after their creation.

The system can generate text files to be used in statistical analysis. The restriction of
this action could be important in some cases.

Members of group '1' can not make changes to system data, can only view the information.
Users in the group '0' can perform all actions in the data system.
